358-2.14 Mass change in the Food Stamp Program. Mass change in the food stamp program means changes initiated by the federal government or a social services agency which affect all food stamp households or a significant portion of all food stamp households. Mass changes may include, but are not limited to, adjustments to income eligibility standards, shelter and dependent care deductions; the thrifty food plan and the standard deduction; annual and seasonal adjustments to social security, Supplemental Security Income and other federal benefits.
