729.1 Scope.
Pursuant to chapter 693 of the Laws of 1992, the New York State Commission for the Blind
and Visually Handicapped is authorized to establish a business enterprise program through
which blind persons will be licensed and authorized to operate vending facilities on any
State property, with no rental or other charge therefor, for the purposes of providing
blind persons with remunerative employment, enlarging the economic opportunities of the
blind, and stimulating the blind to greater efforts'in striving to make themselves
self-supporting.
