Neha M. Karambelkar, Esq., Supervising Attorney
Neha is the Small Business Legal Clinic’s Supervising Attorney. Neha is licensed to practice law in New York State and focuses her practice on business formation and contracts. Neha’s work has been recognized by Super Lawyers, which named her to their Upstate New York Rising Stars List, an honor limited to no more than 2.5% of attorneys within the state.
Before joining SBLC, Neha practiced consumer defense work and bankruptcy. Her consumer advocacy was recognized by Superintendent Lacewell and Superintendent Harris of the New York State Department of Financial Services, who appointed her to their Consumer Protection Advisory Board. Neha is also an active member of the New Yorkers for Responsible Lending (NYRL), a statewide coalition of more than 160 non-profit organizations, where she lobbies with other advocates across the state on consumer rights issues. She brings prior legal clinic experience to SBLC, as well as a deep passion for helping find solutions for her clients and enjoys helping entrepreneurs across WNY.
She received her B.A. from the University of Rochester and her J.D. from New York Law School.
Arthur F. Musarra, Esq. M.B.A., Staff Attorney
Arthur is a Staff Attorney with the Small Business Legal Clinic. He is a licensed attorney in New York State. Arthur graduated from SUNY Buffalo’s Law School and its School of Management, where he developed a passion for business law. Prior to that, he earned his Bachelor’s degree from Allegheny College.
With prior experience as counsel with the Erie County Legislature, Arthur gained insights into local government and business regulations. Today, he and the dedicated team at the Western New York Law Center offer comprehensive business law services, from business structure and entity formation to contract negotiation and drafting.

Gabriel Phillips, Esq. Staff Attorney
Gabriel Phillips is a Staff Attorney with the Small Business Legal Clinic. Upon graduating from law school in 2017, Gabriel joined a nationally renowned law firm located in Jackson Hole, Wyoming where he worked as a trial lawyer for five and a half years. He returned home to western New York in 2023 and opened a solo practice focused on business law, criminal defense, and family law. He joined the Western New York Law Center in April of 2024. He is a graduate of Cornell University and Notre Dame Law School.
Lyndsay Michael, Staff Paralegal
Lyndsay Michael is the paralegal for the Small Business Legal Clinic. She joined SBLC in 2022 after graduating from Erie Community College with an A.A.S. in Paralegal Studies. She has several years’ experience working with the public. Lyndsay works closely with SBLC clients and is the clinic’s MWBE certification specialist. She is passionate about helping entrepreneurs in Western New York and beyond succeed at their business goals.
